Why?

Why would anyone go to the toilet in a public building without even properly closing, much less locking, the door? Yet this is the second time I have started to push open the toilet door opposite my office and someone has been sat there with their pants round their ankles.

Is their fear of getting trapped in the toilet greater than their fear of someone seeing them having a shit? Do they secretly get off on it?
