I understand our ISP says our local exchange is 'doing something'.

I won't go in to why I don't believe your ISP, but will instead say that you should try changing your MTU size down to, say, 1200 bytes if you can.

If not, don't worry.

Well, I don't know how yet, but I'm game, and I has a Google.

First though, and I realise I have a shaky grasp of the issues in the first place, why would packet sizes suddenly become too large for us on a range of simple tasks our internets have so far been accomplishing effectively for a number of years? Also, wouldn't it still work slowly rather than not at all?
